Interesting link. They seem to have an architectural attachment to the bridge, when my first thought was "why don't they tear it down if it is unused". One mans junk...
The other interesting part is that you can just walk up to the edge and it is like a cliff down to the river. That bent sign (with a number on it I don't understand) is all that stops you from going off into the water.
