In Chicago the city frequently tears up the streets and randomly patches the resulting chaos.When I was a kid in the suburbs someone would always put their name in the wet concrete with a stick. An old lady would typically sit outside in a lawn chair in order to ensure that their sidewalk wouldn't be fouled.
But here people are too busy for that - they just step in it on the way to where ever they are going. Someone's shoe is not very happy right now.
